Founding Convention Resolution Adopted on Sector Coordinating Committees

The Change to Win unions are dedicated to uniting millions more workers
with us and raising standards in each industry to provide workers a paycheck that supports a family, affordable health care, a secure retirement, and dignity on the job.

We believe that these goals can be accomplished only through increased cooperation and coordination of our organizing and bargaining activities. United
action is at the heart of the union movement. We know that we can achieve more together than we can individually, and we know that this principle applies not just to our members but also to our unions. Cooperation and coordination will allow us to combine our strength and resources to more effectively help workers organize and obtain better wages, benefits and working conditions. Cooperating and coordinating our efforts will also prevent unscrupulous employers from attempting to use any one union or bargaining unit to undercut our efforts and standards.


Our new constitution provides a mechanism to enable joint cooperation and
coordination in the best interests of working people and their families through the creation of Sector Coordinating Committees (SCCs) in which affiliated unions will coordinate their organizing and bargaining activities.

This Resolution, sponsored by all seven of the Change to Win unions, calls
upon the Leadership Council to establish Sector Coordinating Committees in the
following general areas:

Airline Catering
Food Manufacturing
Food Services
Gaming (both Commercial and Tribal)
Health Care
Hotels
Laundry
Non-Food Retail
Package Handling and Delivery
Printing
Property Services
Retail Food
Transportation, including Ground, Rail, Air and Ports
Warehousing/Distribution
Waste

NOW, THEREFORE, BE IT RESOLVED, that the Leadership Council shall
establish SCCs in these general sectors; except for the construction industry, shall establish the precise jurisdiction of each SCC in consultation with the unions that have membership in or related to these sectors; shall insure that these and other SCCs fairly respect the existing and historical jurisdictions of the Change to Win unions; shall insure that the resulting SCCs promptly meet to establish appropriate procedures for their operation and appropriate organizing plans and collective bargaining standards; and shall provide adequate and appropriate support for their operations; and

BE IT FURTHER RESOLVED that the Leadership Council shall insure that the SCCs and the plans and standards they establish are designed to help unite millions more workers with our movement, serve the best interests of workers, and fairly respect the existing and historical jurisdictions of the allied unions; and

BE IT FURTHER RESOLVED, that the Leadership Council shall establish a subcommittee comprised of affiliates with substantial construction industry membership which shall have exclusive authority to establish appropriate SCCs for the construction industry in accord with the provisions of the new constitution; and

BE IT FURTHER RESOLVED, that the Leadership Council establish such additional SCCs as may be requested by the Change to Win unions or as the Leadership Council may deem appropriate in the same manner.
